Why Does Paul Allen Want 700 Megahertz Spectrum?

Paul Allens Vulcan Spectrum is on the list of potential bidders for the 700mhz spectrum that is expected to go to auction sometime next year - joining some other industry heavyweights such as AT&T and Google.

But what the heck does he want the spectrum for?

[He could] Hold the spectrum licenses for cable TV provider Charter Communications, which Allen owns a controlling stake in. [...] If Allen’s firm controls the licenses, publicly held Charter (CHTR) could save money on taxes and disclose less information about what it plans to do with the spectrum.

or

Sit on it and sell it later, like Allen already does with real estate.

Whatever his plans, he is not expected to win considering this auction is being viewed as the last real prime slice of spectrum and industry heavyweights are prepared to bid hard and strong.
