1. Convince the general public that the cats are making weapons of mass destruction
2. Convince the general public that the cats are able to launch their weapons any moment now.
3. Start a war against cats.

Now what would be more humane way to kill a cat than good ol&#039; M16? 
Ofc, we wouldnt want to kill ALL the cats of course, because some cats that may hold information about their leaders can be taken to prison without any animal rights.
