Humans, as compared to animals, have the privilege of taking a leak in closed and private spaces. If you're on the road, at least try to hide behind your car for Pete's sake... especially now that Goolge is on the prowl. This guy in particular doesn't quite seem like a motorist to me, no car in sight and he's on a sidewalk, not in the middle of a highway where bathrooms would be harder to find..
