This is actually possible, now I’m not saying this video is actually a game, although it can be. Mugen is a fighting engine that allows you to create, well your own fighting game.
You can download/create your own players for the engine, so its virtually possible to have anyone in your fighting game, as long as you can manage to design it so that works well with the engine.

its an MvC edit, meaning it is a manipulation of Marvel Vs. Capcom. Its probably a resource swap of bitmaps & sounds from an existing in-game character to the mod author’s bitmaps & sounds. if put back onto a rom chip, this would probably be playable in an arcade, though I don’t know the ins and outs of the Capcom CPS2 system board to know for sure.
