Someone failed the sobriety test

Lucky bastard. He is going to sue the police dept. for a tidy sum of money.
Being put in a vulnerable position like that is not police procedure.

What a setup! Why the hell else would he have this guy help him put down tape? It’s a parking lot for crying out loud, there are plenty of straight lines for this guy to walk.
