Definintely seems like a joke to me, since it’s authored by “Tom,” whose web page includes humorous (skiing penguin, etc), games (Flash games based on UK trivia) and useful (software to install free ringtones) stuff.
Seem like the “This isn’t actually a genuine web site. It’s just a joke” at the bottom of the page might indicate pretty strongly that it is intended for humour. And stop making fun of Moncton, eh.

Yes, I agree that if only I had read to the bottom of the page, I wouldn’t have investigated further.
You seem to have missed my point–are you Canadian?–I wasn’t making fun of Moncton, I was making fun of fat people wearing spandex.
Oh, and while I couldn’t keep myself from making a little Canada joke at your expense, don’t take it the wrong way, I absolutely LOVE Canada and most of its people, my fingers just couldn’t resist it.

Sorry to run on about this, but it IS a funny site, and I just decided to TRY to blackmail a pal. Filling out the form was very entertaining, although for some reason (hmm, maybe a legal one?), you can’t actually do it…if you don’t get the joke by then, they inform you even more clearly than the “It’s just a joke” at the bottom of every page might.
I was hopeing it would at least send them an email just not let them pay the money. Would have made a great prank.
This is excellent, I was about to ask my boss for a raise… now he has a reason :P
