"Many low cost choices have been eliminated or marginalized."

In Boston, Verizon offers 768k (down) DSL for $14.99 a month.

My dad tried AOL for a month trial. When the trial was almost up, he called them to cancel, and they offered another free month. He kept doing this for 8 months until he found a good broadband service.

Telecom industry is moving towards consolidation - one of the desired outcomes is a hardening in pricing. This news along with what I know about negotiating contracts with tier one Internet providers seems to mesh well. Many low cost choices have been eliminated or marginalized. So AOL feels confident enough to raise the prices. The AOL crowd will weigh the price increase against the hassle of making a change..... Most will eat the price increase.
