Apple broadband tuning software?

For the internet users who access the net on Apple hardware with 5+ Mbps connections:

The Broadband Tuner allows you to take full advantage of very high speed Internet connections that have a high latency (5 Mbps or greater). The installer tweaks some system parameters.

Of all companies, I had never thought of Apple as being one to offer an official internet tuning utility. Shouldn’t OSX be “smart” enough to tweak system settings to suit varying connections? Veteran internet users will probably have already tweaked their machines via the Terminal app to acheive similar results.
