A jury convicted a former police chief on Thursday on 18 misdemeanor charges for paddling teenage boys stopped for minor traffic violations. The paddling was done with the approval of parents as part of an unsanctioned diversion program in Fowler Township, located near Youngstown in northeast Ohio.
